A communal freezer would seem to make sense in building an energy efficient community.

The basis of the freezer would be a very well insulated little house located near a river, with trees above to block out direct sunlight. A Trompe would be installed on the river. In the winter ice could be harvested from local lakes, and placed in the house. Using the compressed air from the Trompe, a Hilsch vortex tube might allow you to keep things frozen during the summer. It would be an interesting experiment.
