Disasters > SolarMinimum Theocracy
A Theocracy is a government that is run by divinely chosen and guided leaders. Theoretically a theocracy is not necessarily bad, but they tend to not like anything different than themselves, so marginalized groups do not do well. The LGBTQ community is usually a target, as well as drug users, sex workers and the homeless.
It seems like the pendulum of rights and freedoms swings back and forth. When the pendulum goes too far to one side there is pushback from the other side.
In the western world we seem to have swung very far in acceptance of any way of life. Lifestyles that had previously been considered immoral are now accepted. Some see this as going too far and are beginning to push back. It might be hard to see, but at some point the pendulum will slow down and reverse direction, maybe violently.
The trouble with these kind of utopian ideas is while some people gain great power, most people loose equality. While Right wing Christians might celebrate the thought of a Theocracy, I would bet they would be less happy if a Sharia Law Muslim Califate took hold in America.
Think a theocracy couldn't really happen? A sitting Senator was caught planning a takeover of select states after some kind of SHTF event.
If you want to see what an actual theocracy looks like, afganistan, soudia arabia
or in contemporary fiction as The Handmaid's Tale
Preparations
Specific to a theocracy, Water and Food might be important as these regimes can loose control of food production, or purposefully decrease it to affect change. See Russian and Chinses famines. Neither were Theocracies, but both were caused by political willpower.
Being able to Communicate with people outside your area would give you some idea of the true nature of your predicament, and if it's worth fleeing, or if it is bad everywhere. Keep in mind talking to outside people, or even owning equipment capable of doing so may be highly illegal under these regimes.
